Your sun sign is whichever zodiac sign the sun was passing through on the day you were born. It only depends on the date, which is why it is the one piece of astrology almost everyone already knows about themselves, and why it is the only thing a newspaper horoscope column has to work with. It changes roughly once a month and is the same for everyone born in that window, regardless of year, time, or location.
Your rising sign, also called the ascendant, is a different calculation entirely. It is whichever zodiac sign was climbing the eastern horizon at the exact moment and place you were born. Because the earth rotates once every 24 hours, the rising sign moves through the entire zodiac once a day, roughly one sign every two hours, and shifts about one degree every four minutes. That is a much finer instrument than the sun sign, and it is also why the rising sign cannot be calculated from a birthday alone. It needs a real birth time and a real birth location.
In practice, this is why two people born on the same day, even in the same city, can have completely different rising signs if they were born a few hours apart, and why the rising sign is usually treated as the start of the whole chart: it sets which sign rules the first house, which then sets which sign rules every other house around the wheel.
People often describe the sun sign as your core identity and the rising sign as the version of yourself the world meets first, the personality and manner that shows up before anyone gets to know you. Neither description is a hard rule, but it is a reasonable shorthand for why both numbers matter and why they can feel quite different from each other.
